City Manager

The Interim City Manager, Doug Whitacre, serves as the City's chief executive officer and is responsible for providing professional leadership in the administration and implementation of all City operations and the policies, goals and vision set forth by the Mayor and the City Council. The City Manager's Office consists of Administration, the City Clerk's Office, Human Resources and Legal.

Caitlin Gard, Deputy City Manager, has been designated the City's ADA Coordinator. The ADA Coordinator is assigned the duties and responsibilities of maintaining documentation and procedures for this policy and working with other City staff on issues related to implementation of ADA requirements.

Deputy City Manager Caitlin Gard
Caitlin Gard joined the staff at the City of Shawnee as the Assistant to the Public Works Director in February 2013. She was subsequently promoted to Assistant Public Works Director in 2015, Strategic Initiatives Manager in 2017, Assistant City Manager in 2018 and Deputy City Manager in 2022.

Caitlin Gard received her Bachelor's Degree in Political Science and holds a Master's Degree in Public Administration from the University of Missouri system. She is an active member in numerous professional organizations including Caring for Kids and Nieman Elementary Site Council. Caitlin is also a graduate of the Certified Public Manager program through the University of Kansas Public Management Center.
