Senior Services

The City offers various services to senior citizens who reside in the city limits.

CityRide
CityRide is a transit program for seniors (65 and older) and persons with a disability who reside in the city limits. More information can be found here.
Property Tax Relief for Seniors

The state of Kansas offers two tax relief programs for seniors and low income individuals:

SAFESR is a property tax refund program that is administered under the provisions of the Kansas Homestead Act (property tax refund) by the Kansas Department of Revenue. SAFESR is also referred to as, "Kansas Property Tax Relief for Low Income Seniors".

The Homestead Refund is a rebate program for the property taxes paid by homeowners. The refund is based on a portion of the property tax paid on a Kansas resident’s home.

The City of Shawnee offers a pilot property tax rebate program for those who qualify. This program rebates 100% of the City's property tax up to a maximum of $500.

Rebates
Various rebates are available for franchise fees charged on phone, gas and electric utility bills, and the Stormwater Utility fee charged on the annual property tax bill. More information can be found here.
Neighbors Helping Neighbors

Neighbors Helping Neighbors is a City of Shawnee volunteer program that helps eligible residents maintain and remain in their home. Neighbors Helping Neighbors connects volunteers, volunteer groups, and organizations with eligible Shawnee residents whose homes require maintenance and/or repair.

As a volunteer, you are asked to help residents of Shawnee, who meet certain eligibility requirements, to stay in their home by providing limited occasional services such as:

  • Trash removal
  • Yard Maintenance
  • Snow removal
  • Lawn mowing
  • Limited plumbing and electrical repair
  • Exterior painting
  • Raking leaves
  • Trimming branches
  • Changing light bulbs
  • Changing smoke alarm batteries
  • Turning mattresses
  • Some city-issued codes
RideKC Freedom

Property Tax Rebate Pilot Program

This is a pilot program to provide tax assistance to low income residents. The goal is to help residents remain in their homes and help make it more affordable to do so. The program will be for a 100% rebate (up to a maximum of $500) of the City’s property tax (excluding special assessments).

Applications are processed on an annual basis as budget permits. Applications will be accepted starting January 3, 2023, through April 28, 2023.

Eligibility
In order to qualify for the Property Tax Rebate Program you must:

  • Be a current resident of the City of Shawnee, Kansas
  • Live in and own your home
  • Be current on your property taxes and special assessments.
  • Meet the above income guidelines (HUD’s Very Low Income Guidelines)

Application Instructions

To apply for the program, submit the application and required documents to the City Clerk’s Office in person, by mail, or via email ([email protected]).

  • Submit proof of the most recent annual income for all household members, such as a tax return and/or Social Security statement (see last page of application for income types).

Applications will be accepted from January 3, 2023, to April 28, 2023. Applications will be reviewed starting May 1, 2023, and checks will be mailed after June 1, 2023.
